Czech Communists lodge complaint about finance reform ... part, arrives at the conclusion that the reform law was passed in a manner contradicting the constitution, they may theoretically abolish the entire law. The centre-right government says the reform is aimed to stabilise public finances and lower the budget deficit. The reform introduced, among others, a 15-percent tax on individuals' income and cut corporate tax from 24 to 19 percent.
It also introduced cash payments for some medical services and made changes in the state welfare system. Since the reform is extensive the Constitutional Court has divided the CSSD's complaint into three parts to speed up the proceedings. The CSSD deputies challenged the reform last October already. The Constitutional Court has also received complaints from the opposition Communist (KSCM) MPs and opposition senators but it has rejected them, saying it would deal with the CSSD's complaint only since it was the first to be lodged. Constitutional Court chairman Pavel Rychetsky previously said the court would only examine whether the government's reform is in harmony with the Constitution. "Social and political aspects, including the law's impact, are not issues the Constitutional Court is supposed to assess - this is exclusively in the power of the executive and legislative powers," Rychetsky said.
