The two houses will start their joint session tomorrow morning and the two houses will then take a vote on the way of voting, junior government Greens deputy group chairwoman Katerina Jacques and opposition Social Democrat (CSSD) deputy group head Michal Hasek told journalists. No scenario is available for the case that they fail to reach agreement. In this situation Miloslav Vlcek (CSSD), chairman of the Chamber of Deputies who will chair the joint session, will play a most important role. The Senate insists on secret ballot, while the Chamber of Deputies wants the president to be elected by acclamation. Two candidates run in the election.
One is incumbent President Vaclav Klaus, nominated by the ODS of which he is honorary chairman, and economist Jan Svejnar, nominated by four Senate groups, including the opposition CSSD. He was originally proposed by the Greens. The election may be complicated by the conflict between the Chamber of Deputies and the Senate, get bogged in disputes over the interpretation of the constitution and the order of procedure, and even develop into a constitutional crisis.
