Labour and Social Affairs Minister Petr Necas (senior governing Civic Democrats, ODS) said previously that the Czech cabinets had generally supported and would support in the future the free movement of the workforce.
"However, the Czech legislative system should have certain safety valves," he said.
Bulgarians and Romanians at present can freely work in the Czech Republic that opened its labour market to them last January when Bulgaria and Romania became EU members.
Czech laws have already allowed to introduce restrictive measures against other EU member states that limit Czechs' access to their labour markets.
The Czech Republic can also join protectionist measures adopted by some of the EU old countries towards the nine countries that joined the EU along with the Czech Republic in 2004.
