Incumbent President Vaclav Klaus, the ODS's official presidential candidate ran against economist Jan Svejnar supported by centre-left parties but none of them received the necessary number of votes in the third round of the first election.
The second election will start on Friday, February 15.
Topolanek said that a policeman who obtained the video recording of the meeting acted on the request from the Office for Foreign Relations and Information (UZSI), the civilian intelligence service, that is subordinate to the interior minister.
He said neither the police officer nor the UZSI office had any legal reason for this.
Previously, Randak and Dimun rejected any connection with the matter in an interview with CTK.
Czech Radio said today that part of the recording was released on the Aktualne.cz server four days ahead of the presidential election
The shots have also played a role in the first presidential election, Czech Radio said.
The recording, for instance, influenced the junior ruling Greens' decision to support a public vote instead of a secret poll pushed for by the ODS.
The legislators in the end voted publicly.
However, Slouf told CTK that the presidential election was not the main topic of his meeting with Weigl, who supports the re-election of Klaus.
CSSD chairman Jiri Paroubek demands that Slouf leave the party due to his contacts with controversial businessman Frantisek Mrazek who was murdered in January 2006.
Paroubek claims Slouf keeps frequent contact with some ODS ministers and he is negotiating support for Klaus's re-election.
