The BBC's Jill McGivering says that the focus of Adm Mullen's visit will be the joint approach of the two countries to Pakistan's worsening security situation.
Our correspondent says that the visit comes at a time of uncertainty for Pakistan, with many newly elected politicians moving from opposition to government.
But key appointments, including that of prime minister, have not yet been agreed, and it is unclear how harmoniously the two largest parties will manage to work with President Musharraf.
This is causing anxiety for the US, which sees Pakistan as playing a key role in tackling Islamic militants.

Adm Mullen's talks are expected to include plans for the US to send in more specialist trainers later this year.
