suffered a major setback in his plans to give the country a new constitution to favour the indigenous majority.

The National Electoral Court has postponed a referendum on a new draft constitution planned for May, saying there is not enough time to prepare.

Mr Morales says the constitution would give more rights to the indigenous majority, women and poor people.

But opponents say it would unfairly privilege part of the population.

The court ruled that there was not enough time to ensure the necessary electoral guarantees.

The BBC Latin America correspondent says that President Morales has pledged to radically change the way Bolivia is run but every time he tries to do so, he finds obstacles in the way.
