Other health insurance companies are to be transformed into business companies that would belong to private persons, according to Julinek's draft reform.
"There is no secret plan," Julinek said, adding that the transformation would be a "transparent process."
Senior opposition Social Democrat (CSSD) shadow health minister David Rath again criticised the bills, pointing out that they would pose a threat of public finances being siphoned off from health insurance companies.
About 60 percent of all Czechs are registered with the public General health Insurance Company and the remaining 40 percent are clients of other eight health insurance companies.

He said that was the reason why he wanted to legally set their duties and powers, the ownership responsibility, the conditions of their establishment and activity.
Julinek added that a new office should be created to monitor their activity.
Julinek's deputy Pavel Hrobon said that the state should become the owner of the VZP and the remaining health insurance companies would go into the hands of private persons who would buy there shares.
"None of the clients would notice any difference but the gradual improvement of services," Hrobon said.
People would be able to choose whether they would register as with the state health insurance company or with private ones, he said.
People should have a possibility to choose on the basis of several difference insurance plans, Hrobon said, adding that all obligations and contracts of the health insurance companies would remain intact.
The government was to discuss Julinek's seven reform-related bills last week but Prime Minister Mirek Topolanek (ODS) withdrew the point from the agenda.
The coalition leaders are yet to discuss the bills on Tuesday as the junior government parties - the Christian Democrats (KDU-CSL) and the Greens (SZ) have certain reservations about them.
The cabinet is expected to discuss the health care reform on Wednesday.
