Georgia has condemned Russian plans to establish closer legal ties with the two breakaway regions of Abkhazia and South Ossetia. Following a meeting of the Georgian government's security council in the capital, Tbilisi, Foreign Minister David Bakradze said Moscow was seeking to legitimise a process of annexing the two regions.
