Meanwhile, the United States' top diplomat to Burma has warned that the death toll could be as high as 100,000 because of the large number of people still missing. Burma's state television has so far put the number of dead at around 22,000. Aid agencies have urged the Burmese regime to act swiftly to remove obstacles preventing a massive international aid operation. The delay has also caused divisions at the United Nations Security Council, where a French proposal to enter Burma to deliver aid without the regime's approval has been blocked.
