Luxembourg's Prime Minister Jean-Claude Juncker has urged French president Nicolas Sarkozy not to boycott the opening ceremony of the Olympics.
Sarkozy, who will head the rotating European Union presidency when the Games open, has so far said his decision depends on China's efforts to solve the crisis in Tibet.
