UN Secretary-General Ban Ki-moon warned that hundreds of thousands more lives are at risk because the military government continues to hamper international aid efforts. Scores of relief experts, accustomed to entering a disaster zone within 48 hours, are still in Bangkok, Thailand awaiting visas.
