Court slows Bolivian reform ... of nine regional governors. Morales first proposed the bill four months ago as a means of bringing to a head a power struggle with the opposition. Many of Morales' proposed reforms, including changes to the country's constitution, aim to benefit Bolivia's long-oppressed indigenous population. Bolivia's largest and richest region, Santa Cruz, voted overwhelmingly in favour of autonomy last week and three other eastern regions plan similar votes before July.
