Ahead of the meeting, EU foreign policy chief Javier Solana told reporters that the international community should do everything possible to get aid through to victims despite the reluctance of the military junta. The United Nations and aid agencies say the humanitarian crisis is being aggravated by the ruling junta's slow response and reluctance to allow foreign aid workers into the country. Burmese state television reports that the death toll has risen to 32,000, but international relief agencies believe at least 100,000 may have died and that up to 1.5 million people are in desperate need of humanitarian aid.
