I don't wish this, I'm no defeatist, but I rationally assess the situation in the Chamber of Deputies," Topolanek told MfD. If the government is unable to go on implementing reforms, it could fall, Topolanek continued. "The coalition has been rocked, its governing is threatened, this is evident. It is ourselves who has threatened it. It is no targeted attack by the opposition, but problems have arisen in the coalition," Topolanek said. "Rebel" deputies opposing various government's bills have appeared among all three governing parties, the ODS, the Christian Democrats (KDU-CSL) and the Greens (SZ). As a result, the coalition has lost its fragile majority of two votes it gained in early 2007 when it won over support of Milos Melcak and Michal Pohanka, two deputies elected for the CSSD. From the mid-2006 elections, the current government parties emerged with 100 seats in the 200-seat Chamber of Deputies, as did the Social Democrats (CSSD) and the Communists (KSCM), the current opposition. Most recently, the coalition has lost certain crucial votes in spite of Melcak and Pohanka voting along with it. Last week, the opposition, helped by three ODS rebels, again blocked the state-church property settlement bill. The ODS rebels' leader, MP Vlastimil Tlusty, has openly said he is in the state of a political war with Topolanek. On Friday, SZ deputies Olga Zubova and Vera Jakubkova voted for CSSD MP David Rath's proposal preventing the government's plan to transform university hospitals into business companies. Zubova and Jakubkova are also opposed to the government's plan to nod to the installation of a U.S. missile defence radar on Czech soil. The relevant Czech-U.S. treaties are to be signed in July and then voted on by parliament. Some KDU-CSL deputies, mainly Ludvik Hovorka, are known as critics of various steps within the government's health care system reform, masterminded by Health Minister Tomas Julinek (ODS).
