CzechRep may face trial over recognition of qualifications ... lowest possible price. The proposal, presented by the Finance Ministry, is the most advantageous, Kalousek said, adding that he would now have to prepare documents and a tender for the adviser. Premier Mirek Topolanek said companies which were trying to raise the price in the process could be expected to disagree, and companies on whose grounds the damage is being removed would probably be against the decision as well. "When cleaning up old burdens, it is very advantageous to remove new damage as well," he said. The price will be the sole criterion, the ministry said, adding that one large order would shorten the period of time needed for the damage removal. Also, payments can be spread into more years. The state has pledged to pay for the removal of the damage to the owners of the polluted areas. If it failed to meet the pledge, it could face lawsuits and arbitrations. NGO Transparency International (TIC) has criticised the Finance Ministry's plan. It will raise the burden on the state budget by Kc30bn, TIC said. Since the start of privatisation in the Czech Republic, the value of the burden has reached Kc169.5bn, of which damage for Kc45.1bn has been removed thus far. The costs have been covered from privatisation proceeds and have had no impact on the state budget. Nearly 400 public orders have been started thus far, and further 1,100 orders remain. They concern real estate and land owned by 310 persons and companies. The ministry believes that the whole process until the time the winner is picked should take ten months to 1.5 years.
