U.S.-Czech treaty on radar base may be announced at NATO summit ... a memorandum of understanding with the EADS, a rival of the Italians, as the first step within the negotiations about the Czech purchase of transport planes made by the Spanish company CASA in exchange for five Czech-made subsonic fighters L-159. The Defence Ministry later signed the memorandum with EADS. "Alenia Aeronautica lodged the complaint after it was unlawfully discriminated against by the [Czech] Defence Ministry," the company said in a press release. The Czech military seeks new transport planes to replace the Ukrainian-made Antonov An-26s whose life span will expire in 2015. The Italians also previously said that CASA's planes, unlike the Italian-made, do not meet certain criteria NATO had set for the transport of materiel. In reaction to this, Defence Ministry spokesman Andrej Cirtek said a few weeks ago that Prague will have several-month negotiations with EADS from which the draft contract is to emerge. It will include a legal analysis assessing to what extent the whole procedure has been in harmony with the national and EU laws.
