United Nations chief Ban Ki-moon has unveiled plans to reconfigure the UN mission in Kosovo, including a transfer of many of its responsibilities to the European Union.
In a separate move, NATO defence ministers meeting in Brussels agreed to launch a new Kosovo domestic security force in the former Serbian province. The announcements come only days before the disputed territory adopts a new constitution, following its declaration of independence in February. The moves are likely to exacerbate tensions with Serbia and Russia, who still consider Kosovo a Serbian province. Kosovo has been run by the United Nations mission UNMIK since 1999, when a NATO bombing campaign ended a Serb crackdown on ethnic Albanian separatists.
