Ahead of Rice's arrival, Israel said it had approved the construction of 1,300 new homes in an area of the West Bank that the Israeli government considers part of Jerusalem. Palestinian negotiator Saeb Erekat called the announcement part of "a systematic policy to destroy the peace process", and urged Rice to make the issue her top priority. Rice begins formal meetings in Jerusalem on Sunday.
