The operation is the latest stage in Prime Minister Nuri al-Maliki's drive to stamp his government's authority on areas of the country previously controlled by Shi'ite militias or Sunni Arab insurgents. Elsewhere, a female suicide bomber targeted a crowd of soccer fans celebrating Iraq's 2-1 win over China in a World Cup qualifier, wounding at least 34 people near a cafe north of Baghdad. Seven police and 27 civilians were among the wounded.
