Kosovo's constitution went into effect on Sunday, four months after leaders declared independence from Serbia.
Kosovo's ethnic Albanian leaders marked the constitution in a low-key ceremony in Pristina. The ceremony opened with Kosovo's newly approved, wordless anthem. The new constitution gives the government sole decision-making authority.
