The constitution and a set of new laws adopted at a ceremony in Pristina hands executive powers to Kosovo's government from a United Nations administration. But international oversight still remains nine years after NATO intervened against Serb forces. Kosovo's President Fatmir Sejdiu said the constitution showed that Kosovo had accepted democratic standards. Independence is opposed by Kosovo's minority Serbs and Russia. In Belgrade Serbian President Boris Tadic disputed the constitution's validity. Tadic said Belgrade would still insist on more talks on Kosovo's final status.
