France and Italy also rank among the lowest among 23 EU nations. At 36 percent, Sweden ranks best by elevating trade trainees into academic life. The study by HIS, Germany's tertiary education service, also ranks Spain and Scotland high for access. The HIS also concludes that children of manual workers and poorer families in Germany and Austria face major obstacles. Children have the best chances of ending up at university if they live in Finland, Spain and the Netherlands.
