The monthly ministers' summit in Luxembourg was the first opportunity to discuss the crisis brought on by Ireland's referendum last Thursday. The Lisbon Treaty, which aims to streamline decision making processes in the EU, needs the backing of all 27 members of the bloc to be adopted. Meanwhile, French President Nicolas Sarkozy has arrived in Prague in a bid to convince the leaders of a number of central European countries to ratify the treaty, regardless of the Irish outcome. France is scehduled to take over the EU's rotating presidency next month.
