More Arab leaders boycott summit ... ready to allow greater access to the European market, cooperate more closely on regulatory issues and enhance ties in social policy. The offers fall short, however, of proposals last year by Israel for regular summits of EU and Israeli leaders. The upgrade in relations has been opposed by Arab states and the Palestinian Authority, because of Israel's settlement programme in the occupied territories.
