He is presenting a major overhaul of the armed forces which includes cuts to the size of the military and France's return to the NATO command structure. Sarkozy said the threat of terrorism is real and immediate and that a smaller, more mobile army could respond to it better. He's proposing the new defence strategy to some 3,000 senior officers in Paris.
