German President Horst Koehler has called for reforms to the tax and electoral system in his annual address.
In his "Berlin Speech" Koehler criticised the way democracy was working in Germany and urged changes to the election schedule and the links between federal, regional and local levels of government. Koehler praised Chancellor Angela Merkel's government for aiming to slash bureaucracy but said further steps were needed. He singled out recent changes to the retirement age and cost-cutting measures, known as the Agenda 2010, which have been instrumental in reducing unemployment.
