Britain's House of Lords has ratified the European Union's reform treaty.
The UK is the first country to do so following last week's rejection by Irish voters. The Lisbon Treaty passed through the upper chamber, after the house blocked a move by the opposition Conservatives to have the vote delayed in view of the result of the Irish referendum. Police Arrest 130 in Brussels Protest for Migrants' Release ... the EU into a crisis over the reform project which is aimed at streamlining decision making in the bloc. The Lisbon Treaty needs to be ratified by all 27 EU members for it to come into effect. The issue is expected to dominate a two-day summit of European leaders which begins in Brussels on Thursday.
