he added. "The Czech government approved the Lisbon treaty and I signed it. I do not intend to withdraw this signature," he added. "This does not mean that the ratification process must take place this year and cannot be prolonged... The Czechs will definitely not hamper it anyhow," Topolanek pointed out. Topolanek at the same time pointed out that he connected his political career with the treaty since he backed up the document though it included a number of points with which he disagreed. Topolanek said it ensued from the the EU summit talks that the Irish should submit possible solutions to the current complicated situation to the EU members by the autumn. Czech Deputy PM for European Affairs Alexandr Vondra (ODS) said there was no reason to feel frustrated over the Irish "no." "Some expectations arouse, indicating that everything will be tabled in October. I think we will be glad if an analysis is on the table in October and if some solutions are emerging at the end of the year," Vondra noted. Topolanek said it crossed his mind immediately after the Irish referendum result was announced that the negotiations about further procedures with Ireland might take place during the Czech presidency in the first half of 2009, and that it would be the Czech Republic to have to seek a solution. The process of the Lisbon treaty ratification has been interrupted in the Czech Republic since the upper house of parliament, the Senate, sent it to the Constitutional Court for a check to see whether it is in harmony with the Czech constitution. Topolanek said he would not like to anticipate whether his cabinet would be for the ratification process to continue if the court concluded that the treaty was problematic. "The Irish 'no' can influence the negativist voices in [Czech] parliament and it has already happened," he added. He also said it would be up to him to persuade the legislators, primarily from his ODS, to secure a smooth ratification process. "Everybody had to understand after the Irish referendum... that no automatic, obligatory ratification exists," Topolanek said, adding that the Irish "no" cannot be circumvented. "It was not us [the Czechs] who has caused the situation. It is mainly an Irish problem," Topolanek said. If the treaty did not take effect by January, 2009, the Czech presidency would follow the current rules, and Czech PM would keep some powers that the treaty was to transfer to the new permanent EC president.
