That's according to a draft statement obtained by news agencies. Last week in a referendum Irish voters rejected the draft treaty, which, to take effect, requires ratification by all 27 EU nations. In the statement, leaders note that while 19 EU members have ratified the treaty they need "more time" to analyse the situation. French President Nicholas Sarkozy, whose country takes over the EU's rotating presidency next month, has said he plans to visit Ireland in July in search of an answer. The draft treaty aims to streamline the way the bloc operates and replaces a draft charter rejected by French and Dutch voters in 2005.
