The Czech Republic takes over EU presidency as from the date. Schwarzenberg, however, conceded that certain developments in the Czech Republic may complicate the situation. He was alluding to the fact that the Senate, the upper house of Czech parliament, acting on the intiative of the senior ruling Civic Democrats (ODS), has sent the treaty to the Constitutional Court to say whether it is in harmony with the Czech constitution. Schwarzenberg said he expects and wishes the verdict to be issued early in the autumn so that parliament can make a decision on ratification in November. "However, the government can never order the court when it is to issue its decision," Schwarzenberg said.
