Schäuble told the lower house of parliament, the Bundestag, that the proposed measures were absolutely necessary to protect the country from terrorist threats. Among other things, the legislation would allow the Federal Crime Office to spy on personal computers and use video surveillance, but only after the approval of a judge. The opposition liberal Free Democrats, the Greens, and the Left Party all criticised the bill, saying it would unduly curb privacy rights. Chancellor Angela Merkel's grand coalition government is planning to get the bill through parliament by late autumn.
