governors want new climate policy -- Czech deputy PM ... ministry has confirmed that Zimbabwean opposition leader, Morgan Tsvangirai, has sought refuge in the Dutch embassy in Harare. Tsvangirai entered the embassy shortly after armed police raided the headquarters of his party, the Movement for Democratic Change. On Sunday, Tsvangirai said he would not take part in next Friday's presidential run-off against President Robert Mugabe, whose ZANU-PF supporters have been conducting a campaign of intimidation ahead of the poll. EU officials have said the election process in Zimbabwe was no longer valid. Britain has called on the international community to declare Mugabe's regime illegitimate and says there should be a broader package of sanctions imposed on the president's inner circle.
