Delegates from 41 countries are in Berlin for a conference to search for ways to increase security in the Palestinian territories.
German Foreign Minister Frank-Walter Steinmeier said a top priority was the establishment of a viable police force and judicial system. Germany pledged 15 million euros towards this and together with the United States hope to collect nearly 120 million euros to help the Palestinian Authority to modernise its police force over the next three years.
