At an emergency meeting in Swaziland, members of the 14-nation Southern African Development Community said holding the run-off vote under the current conditions would undermine the legitimacy of the outcome. Elsewhere, South Africa's former president, Nelson Mandela, has called Zimbabwe's political crisis a tragic failure of leadership. He was speaking during a celebrity fundraising dinner in London to mark his 90th birthday.
