Spanish PM rejects Basque referendum plans ... condemned it as illegal. Basque leaders see the referendum as the first step of a proposed "road map" for new political relations between the northern region and Madrid. The plan envisages the recognition by Madrid of the right of self-determination for the Basque people, which has been a key demand of the armed separatist group ETA, that has led a 40-year campaign for an independent Basque homeland and has been blamed for the deaths of over 800 people.
