The assembly, which brings together Serb officials from across Kosovo, has no executive power and United Nations officials have played down its significance. But leaders of Kosovo's ethnic-Albanian majority have condemned the move as a provocation. They declared independence from Serbia back in February and Kosovo has been recognised as an independent state by more than 40 nations, including most members of the European Union. Belgrade and its ally, Russia, continue to oppose the move.
