Liska pointed out that this step did not prove successful as it did not attract kids from low-income families to kindergartens. The ministry says in its document that the free-of-charge year in a kindergarten only resulted in rise in the number of children whose school attendance was postponed by one year and packed kindergartens. The amendment to the school law also extends pre-school classes to special schools as well, which would, for instance, help mentally disabled children integrate into school. The new school law that took effect in September 2004 primarily introduced framework educational programmes. It has been amended several times.
