France took over the EU's six-month rotating presidency from Slovenia on July 1 amid falling popular support for the Lisbon Treaty, which envisages streamlining bureaucracy in the bloc. Last month, Ireland voted 'no' in a referendum on the treaty. Sarkozy told members of parliament that he hoped to propose a solution to the reform treaty woes in October or December at the latest. The French leader also said he would go to Ireland later this month to talk to leaders there and try to find solutions.
