He told the paper that he had become a victim of a discrediting campaign by people from the Defence Ministry. Kotil used to head the Defence Ministry's defence policy and strategy section in the past. His successor in this post, Ivan Dvorak, said Kotil had signed an invalid contract with the Z. L. D. company on a study for which the Czech Republic voices concern over Russia's reaction to U.S.radar ...

ministry paid 1.4 million crowns. The ministry is in a court dispute with the company over unjust enrichment, demanding the return of the money. MfD writes the military lawyers want Kotil to cover at least part of the damage. Kotil sent a letter to Defence Minister Vlasta Parkanova to defend himself. He asked her to "prevent the intrigues of her lawyers manipulated by Dvorak and former deputy defence minister Martin Belcik." MfD writes that Dvorak refused to comment on the dispute with Kotil, referring to the approaching court proceedings with the Z. L. D. company. Dvorak only said Kotil should be obliged to pay a fine. MfD points out that the Defence Minister's Inspection withdrew a lawsuit against Kotil as the ministry's legal service Jan Rylich had an ambiguous stance on the case. In one report he found Kotil guilty, while in the other report he questioned this conclusion. Z. L. D. said it would not return the money from the ministry and would wait for the court's verdict, MfD writes in conclusion. This has not been the first case of a Czech general suspected of misusing the sector's finances. Former chief-of-staff Pavel Stefka has dismissed a suspicion of taking bribes and being involved in slush funds at the General Staff. (USD1=14.850 crowns)
