Meanwhile, Berlin has expressed scepticism over reports from Turkey that a splinter group of the PKK is behind the kidnapping of three Germans last week. An interior ministry official said that intelligence on the PKK says that the group is strictly hierarchical and it is very unlikely that a local group would carry out the kidnapping. The PKK, regarded as a terrorist group by Turkey, the United States and European Union, began an armed struggle against the Turkish state in 1984. About 40,000 people have been killed in the conflict.
