17.07.2008 - Czech Senate passes animal protection bill

To take effect the bill has yet to be signed by President Vaclav Klaus. "The bill introduces a number of significant changes that improve the care for animals.

They prevent animals from suffering on numerous occasions, such as transportation," Agriculture Minister Petr Gandalovic told the senators. Under the new rules for animal transportation the entire period of transportation in the Czech Republic should not exceed 8 hours. The bill also bans the cutting of wings to birds so that they cannot fly away. Animals can be used for tests only if there is evidently no other way to test the substance in question. Under the bill, not only maltreatment or killing of animals is punishable but also one's failure to prevent such offence, for Czech regional, Senate elections to be on October 17-18 ...

which a fine up to 500,000 crowns can be imposed. A fine of 200,000 crowns would be imposed for promoting animal maltreatment or for keepers' failure to care for animals appropriately. Those who would walk their dog without keeping it on a lead, can be fined 50,000 crowns. The Chamber of Deputies discussed an animal protection bill last year and the use of live animals to train hunting dogs was then the bone of contention. The Senate previously returned the bill to the Chamber of Deputies because of this provision. It proposed to ban direct contact of hunting dogs with foxes during training and to maintain the previous state of affairs when the fox was protected by a grill. The Chamber of Deputies overrode the Senate but Klaus vetoed the bill. The deputies failed to outvote the presidential veto and the bill was thus rejected. The government then submitted the "senatorial version" of the bill, which bans direct contact of training dogs with live animals during the training. The Chamber of Deputies passed it on June 18 and the Senate today. The law is to take effect next year. ($1=14.614 crowns)
