The sister party of Merkel's ruling Christian Democratic Union or CDU has sparked a nationwide debate over a potential increase of commuter tax allowance. Merkel has repeatedly rejected the CSU's proposal to raise the allowance, on the grounds that it is more important to achieve a balanced budget.
