The plane, originally bound for Kabul, is returning to the Prague-Kbely airport where it is to land tonight. Czech planes had similar problems with Turkmen authorities last year and in 2006. The plane took off from Prague at 11:15 today on the basis of Turkmenistan's verbal promise to issue a permit for the Czechs to fly over Turkmen territory. No permit has been issued, however, therefore the plane is returning to Prague. There are 39 people aboard the plane, apart from the crew.
