German Chancellor Angela Merkel has described the arrest as a ''historic moment'', saying that the victims need to know that ''massive human rights violations do not go unpunished''. Merkel praised Serbian President Boris Tadic for Monday's arrest and said it underscored Serbia's aspirations for EU membership. However, EU leaders want to keep up pressure for the arrest of former Bosnian Serb military leader Ratko Mladic, who is still at large. Both men have been indicted for crimes against humanity for their role in the 1995 massacre of up to 8,000 Muslim men and boys at Srebrenica.
