US Secretary of State Condoleezza Rice is meeting with North Korea's foreign minister, Pak Ui-chun, at the highest-level meeting between the two nations in four years. Foreign ministers from China, Russia, Japan and South Korea are also attending the talks. Rice is expected to press Pak Ui-Chun to prove the North's disarmament efforts are serious. Ministers will discuss details of a mechanism to check claims Pyongyang made in a declaration last month about its weapons-grade plutonium stockpile. Following the declaration, the Bush administration launched the process to remove Pyongyang from its list of state sponsors of terrorism.
