The senators-authored bill is to rectify the situation where people who received a certain financial satisfaction under communist legislation have been denied compensation under the 2005 law. The compensation that these people would get under the senators's bill would be reduced by the sum that has already been paid out to them. Kalousek estimates the compensation will require 15 million crowns in the first year.

Under the law from 2005, the victims or their relatives can apply for a one-off financial compensation from 30,000 to 150,000 crowns depending on the harm suffered. The government has earmarked 250 million crowns for the compensation, but it has only paid out over five million crowns to date. The Interior Ministry has received about 500 compensation applications under the 2005 law, but complied with only about 100 of them. Some of the rejected applicants sue it. ($1=14.454 crowns)
