18. People's views on the level of corruption among civil servants has not changed over the past ten years, according to STEM polls. In 1998, when STEM carried out its first corruption poll, four-fifths of people responded that most civil servants were corruptible. In the latest STEM poll, 34 percent of respondents say most civil servants are corruptible, 47 percent say they are rather liable to corruption and only 19 percent of the polled are of the view that civil servants are incorruptible. Only 28 percent of Czechs are convinced that the punishment for corruption has improved in the Czech Republic to a certain extent, while the others say no progress has been achieved in the punishment for tunnelling, embezzlement and corruption. Over two-thirds of respondents share the view that the corruption level among politicians and civil servants is worse in the Czech Republic than in Western Europe. In general, a half of the polled express a completely sceptical opinion, saying corruption in the Czech Republic is a serious problems and most civil servants can be bribed. Well-off people take a more indulgent stance on corruption. Supporters of the senior government right-wing Civic Democrats (ODS) are relatively the most optimistic in the assessment of corruption in the Czech Republic. On the contrary, voters of the junior ruling Greens (SZ), as well as the opposition Social Democrats (CSSD) and the Communists (KSCM) assess the corruption situation in the country very negatively.
