The explosions took place within ten minutes of each other in what Istanbul's governor, Muammer Guler, described as a terrorist attack. Turkey's NTV news reported that a second bomb exploded as people rushed to the scene of the first bombing to help the blast victims. The governor said the bombs were in rubbish bins and that it was not a suicide bombing. Turkish authorities suspect Kurdish militants were responsible for the explosions.
