Chief Cabinet Secretary Nomutaka Machimura told a news conference that top economic ministers had been replaced. Among other things, former Education Minister Bunmei Ibuki will become finance minister, and Kaoru Yosanu, an advocate of tax hikes, was named economics minister. The foreign minister and health minister have retained their positions. Polls suggest a sag in Fukuda's approval ratings following a sereis of scandals about missing pension records, arrests of defence officials and alleged bribery.
