IAEA says Iran's nuclear activities remain serious concern ... by the International Atomic Energy Agency will allow UN monitors to visit 14 existing or planned reactors by 2014. This fulfils a key requirement of a deal between the United States and India that would give New Delhi access to atomic fuel and technology, despite its never having signed international non-proliferation agreements. Without the IAEA safeguards, India cannot import nuclear technology from the 45-nation group of nuclear suppliers that includes the United States. India is now expected to seek a waiver from that group.
